Project “Capacity building of the public administration in Bulgaria related to the energy efficiency and renewable energy measures”

Closing press-conference was held in Pazardzhik

On 28 April 2016, at 15:30, in conference room of Grand hotel Hebar, Pazarzhik, was held the closing press-conference of the project  “Capacity building of the public administration in Bulgaria related to the energy efficiency and renewable energy measures”. The project is financed under the Financial mechanism of the European economic area 2009-2014, Programme BG04 “Energy efficiency and renewable energy”, Grant scheme BG04-04-05 “Training and education activities to increase the administrative capacity related to energy efficiency and renewable energy measures”.

During the event the project team and the experts presented to the media and representatives of different stakeholders the activities done, the accomplished aims and results of the project.

The last training on the project was held in Pazardzhik

In Pazardzhik was held the last training on the project “Capacity building of the public administration in Bulgaria related to the energy efficiency and renewable energy measures”. The training was held in Grand hotel Hebar from 25 to 28 April 2016. In the training took part participants from municipalities, regional government, kinder gardens, schools and other stakeholders.

The ninth training on the project was held in Kazanlak

In the period 11-14 April 2016 in Hotel Kazanlak was held the ninth training on the project “Capacity building of the public administration in Bulgaria related to the energy efficiency and renewable energy measures”.

In the training took part participants from municipalities, regional government, kinder gardens, schools and other stakeholders.

In Kyustendil was held the next training on the project

The eighth training on the project was held between 4-7 April 2016 in Hotel Ramira in Kyustendil. The training gathered together participants from local and regional government, kinder gardens, schools and other stakeholders. They had the opportunity to discuss and to exchange good practice on the topics concerning energy efficiency and renewables.

The training in Gabrovo passed in enormous interest

The seventh training on the project was held in the period 28-31 March 2016 in Hotel Balkan, Gabrovo. There was enormous interest towards the training from diverse stakeholders – municipalities, regional government, medical institutions, judiciary from the towns of Gabrovo and Veliko Tarnovo.

Public administration in Sliven passed through training on the project

In the period 21-24 March 2016 in the conference hall of Hotel Park Central in Sliven was held the sixth training on the project “Capacity building of the public administration in Bulgaria related to the energy efficiency and renewable energy measures”. In the training participated representatives of municipalities, regional government, kinder gardens, medical institutions and other stakeholders.

In Pernik was held training for public administration

The fifth training on the project was held in the period 14-17 March 2016 in Hotel Struma in Pernik. In the training participated representatives of municipalities, regional government, kinder gardens and other administrations responsible for implementation of measures for energy efficiency in public buildings.

The fourth training was held in Sandanski

In the period 22-25 February 2016 in the conference hall of Hotel Panorama in Sandanski was held the next training on the project “Capacity building of the public administration in Bulgaria related to the energy efficiency and renewable energy measures”.

The main topics in the training were:

• European and national legislation in the field of Energy Efficiency
• Integrating the energy production of RES
• Energy sector regulation
• Trends and good practices in EE&RES
• Elaboration of Action plans in compliance with the national and the respective EU Directives related to the measures in buildings
• Reporting on Implementation of the Action plans
• Energy management of buildings
• Energy Performance Contracts
• Basic knowledge on Energy Audits

In the training took part representatives of state, local and regional authorities and other stakeholders, having responsibilities for development, implementation and control upon the measures for energy efficiency and renewable energy.

The third training on the project was held in Plovdiv

In the period 08-11 February 2016 in the conference hall of Business hotel Plovdiv was held the third training on the project. In the training took part representatives of state, local and regional authorities and other stakeholders, having responsibilities for development, implementation and control upon the measures for energy efficiency and renewable energy.

Bulgarian delegation conducted a study visit to Oslo

In the period 25-29 January 2016 the members of the project team from Advanced Business Consulting conducted a study visit to Oslo, Norway. The study visit was targeted towards exchange of experience between project partners in the field of implementation of measures for EE&RES in public buildings.

The Project Partner – Norsk Energy presented its experience in energy planning and energy efficiency at municipalities. Norsk Energi presented it experience in Norway and abroad in development, planning and implementation of EE&RES measures.

It was organised and conducted a number of site-visits as follows:

• Visit to Powerhouse Kjørbu in Sandvika and meeting with Fritjof Salvesen – senior consultant energy and environment. Powerhouse Kjørbu is a plus-house – it produce more energy than it consumes. The Powerhouse Kjørbu has got much attention in media because of many new solutions.
• Visit to Oslo municipality and meeting with Øystein Ihler – director energy efficiency and environment, responsible for the implementation of the Climate and energy efficiency strategy of Oslo. Oslo is a municipality with extensive and very ambitious plans for promotion of energy efficiency and reduction of greenhouse gas emissions.
• Visit to Skedsmo municipality and meeting with Morten Helsing – expert responsible for the energy efficiency in public buildings. Skedsmo is a small municipality, and is probably very representative for a large number of municipalities. Mr. Helsing presented the Skedsmo’s climate end energy efficiency strategy. Special focus was made on EPC contracting.
